The FAO/WAICENT food balance sheets database is used to prepare a publication providing statistics of total and per caput fish supply in live weight and contribution of fish to animal protein supply by country.Research is one of the key foundations on which effective fisheries management is built. Knowledge and understanding of the state and characteristics of fisheries resources and of their environment together with the social and economic circumstances of the fishery should provide the basis for management decisions, as forseen in UNCLOS.
 
There always exists a tension between the magnitude of potential research enquiry and the limited resources available for research. In general, industrialized countries have sufficient financial and personnel resources to meet the information needs required for the effective management of their fisheries.
 
Research capacities differ widely among developing countries. Much of the research needed by a fisheries management authority is location specific. Th is true, for example, of the status of a particular fish stock, productions systems, and economic and social factors. While there is much to be gained from greater sharing of scientific information, building up of national capacities for self-reliance in research is needed. Many developing countries lack the financial and personnel capacity to meet their research needs.
 
FAO, with the support of a number of donors, established a Support Unit for International Fisheries and Aquatic Research in 1998, with the purpose of being responsive to research needs and to promote responsible fisheries practices. The results of a Study of International Fisheries Research Needs for Developing Countries, funded by a range of donors, was published in 1992 by the World Bank. It offers a comprehensive review of research needs in developing countries and suggests a plan of action to improve fisheries research in developing countries. The study also generated a number of World Bank Technical Papers, which largely focus on research needs in particular regions and on particular types of fisheries.
