Royal Dutch Shell Plc, Europe's largest oil company, won approval from the Australian government to proceed with the development of the world's first liquefied natural gas project using a floating plant. Prelude, located about 200 kilometers (120 miles) off the coast of north Western Australia, was approved with "strict conditions". Shell, based in The Hague, Netherlands must comply with 13 requirements to protect the marine ecosystem and minimize the risk of oil spills.
