Royal Dutch Shell Plc, Europe's largest oil company, won approval from the Australian government to proceed with the development of the world's first liquefied natural gas project using a floating plant. Prelude, located about 200 kilometers (120 miles) off the coast of north Western Australia, was approved with "strict conditions".
