Workshop on High Seas Governance for the 21st Century: Co-Chairsí Summary Report

The discussions at the workshop focused on three topics: 1) implications of new and emerging oceans issues; 2) short term approaches for improving oceans governance; and 3) medium term approaches. The report itself is structured based on the five issues that may be discussed at the next UN ad hoc informal working group to study issues related to the conservation and sustainable use of biodiversity beyond national jurisdiction. Thus the report identifies key findings and a range of options for addressing: 1) Environmental impacts 2) Enhancing cooperation and coordination 3) Role of area-based management tools 4) Genetic resources beyond areas of national jurisdiction 5) Regulatory and governance gaps. The report identifies a toolbox of potential short- and medium-term approaches, in the hopes of stimulating further exploration and discussion.
