At their meeting on 11 June 2002 the Council of Ministers reached a political agreement on a compromise proposal to regulate deep-sea fish stocks by establishing TAC's and quotas covering a variety of species. This controversial agreement has failed to satisfy critics who believe the problem of over exploitation and discards of these slow-maturing species will continue. Who has the answer?
